Abstract

This paper analyses the concepts of competencies and performance standards, as well as a comprehensive strategy to guide the development of the design and planning of a competency assessment system. We discuss conceptual and methodological elements on the determination of standards in mastering skills. At this point we review the concepts and roles of the criteria, standards and evaluation indicators, and the need to guide the process of competency assessment on quantitative models that allow graduate performance levels accurately. Finally, we analyse the educational and organizational implications of teaching and evaluation skills, the role of standards in this area, and needs to rethink the way to work in the education system in orden to approach the teaching skills in an effective way.
