Abstract
The University of the twenty-first century requires a radical transformation of the role of both fundamental actors in the teaching-learning process: The teacher (of actor to designer of situations and stages of learning) and the pupil (of spectator to actor of his learning).In this new situation, there is no doubt about the TICs, especially the telematics will play a very significant role. It will take necessarily that the Universidad has to create centers of help audiovisual production, multimedia and telematics to their teachers, to foresee the needs of infrastructures that are going to be needed, and to re-define the services nowadays created. In the face of this reality, with this work, we have to design a Guide (criterions and descriptors) for the evaluation of undoubted reference for the establishment and development of these services in universities in response the new times., this has been possible thanks to the contributions of a wide number of researchers and collaborators that by means of a methodological combination (documentary analysis, analysis of web, interviews, questionnaire ...), lead us to proposing an instrument of evaluation of these services, which might be transferred or generalized to other university contexts.
