Preparation of an educational inclusion report through Delphi method made up of the existing programs in the autonomous regions

Abstract
The present article deals with the preparation of a document that gathers educational inclusion programs for foreign students. It is made up of thirteen programs that should be a reference for primary and secondary school when planning the educational response to the needs of these students. This document has been prepared through qualitative research and the Delphi Method has been used as a methodological agent. Education professionals and technical advisors coming from fourteen different Autonomous Regions and with knowledge of the educational reality have participated in this research project, contributing to give all the necessary information for its preparation. We have based the edition of each one of the programs on the information given by experts, with respect to the perspective of inclusive education. Before the preparation of the report we proceeded to assess each program in terms of the educational needs in schools. The levels of assessment were: Essential, important and of interest. The program named “Teacher Training Program” was ultimately the most important for the educational attention towards these students. On the other hand the programs that made up this report and that have been agreed on by the panel of experts/participants are a reference to all the Autonomous Regions and can be used as a guide for the organization and planning of the educational programs addressed to these students.
