Abstract

The competencies approach —CBET, Competencies Based Education and Training— has attained a certain success in the reform of Vocational Education in English-speaking countries. The attempt to introduce it into Spanish University has stumbled at the first step, to formulate the objectives of the courses in terms of competencies. This could be due to problems to understand the competencies approach or based on deficits in the understanding of the functions of Universities.
