Comprehensive Evaluation Strategy 2010: Factors Associated with the Learning of Students in First and Second Grades in Baja California, Mexico

Abstract
The Unit of Educational Assessment (UEE) of the Autonomous University of Baja California (UABC) of Mexico, has carried out since 2005 annual assessments of the educational system of the state. It monitors the quality of education in the state, and provides information for the improvement of the educational system. We describe the results obtained in 2010, in the annual evaluation carried out for the educational department of Baja California, Mexico by the Educational Evaluation Unit of the Autonomous University of Baja California. The evaluation included four instruments that explored the perceptions of a sample of students from first and second grades in high school about their learning opportunities, learning strategies used to learn, perceived school climate and the way they regulated their academic behavior. We also explored the perceptions about learning opportunities provided by teachers and the headmaster of the school. The results show significant differences between academic achievement, as measured by the national test ENLACE, and the evaluative factors mentioned. Particularly relevant were the prior achievement of students and their school perceptions, parental support for study, teachers’ continuous professional development and their level of mastery of ICTs, among other aspects which reveal the multifactorial nature of educational achievement.
