Abstract

Fifty years ago the first Inspectors of the just created Secondary Education Inspectorate took over their posts. This article is about the reconstruction of the historical, educational and pedagogic context in which the Secondary Education Inspectorate emerged in mid twentieth century. It is analized why and what for the High School Inspectorate was set up in a period in where Franco´s regime aimed to bring up to date the current education system and the first professional conducts of a new Inspectorate created under the 1953 Secondary Education Law. D. Arsenio Pacios López stood out among the first group of those inspectors who qualified in 1953. He got the post of Secondary Education General Inspector and he also got the first Didactics chair in the Spanish university. His versatile figure highlighted the relationship between the existing official pedagogy, the recently created Secondary Education Inspectorate and the aims to modernize the Secondary Schools and undertake the pedagogic training of the Secondary Education teachers.
