Abstract

In this article the authors bring up if the vocational training of the Programas de Garantía Social (PGS, Social Guarantee Programs) is a valid response in front of the formative insufficiency and the educational needs of young people who do not overcome the Educación Secundaria Obligatoria (ESO, Secondary Education). Equally, it presents the aims of the current Social Guarantee Programs (PGS), the features of the youths and the perspectives of the Programas de Cualificación Profesional Inicial (PCPI, Programs of Initial Professional Qualification) considered in the development of the Ley Orgánica de Educación (LOE —Organic Law of Education,—2006). After presenting the aims and the methodology, the authors present the features of those Programs, they specify the typology of the users and they think about the reality of the teaching staff of these programs. Once the codes are determined that require the most in the attention of the educational needs and the overcoming of the formative insufficiencies, the proposal about the teaching staff features and their training needs are presented. The article finishes with some suggestions to improve the challenges that the new perspectives and expectations raise for the new «Programas de Cualificación Profesional Inicial» as a way of inclusive education to overcome the formative insufficiencies of the young people, involving all the learning community.
