Pisa as an instrument of legitimation in LOMCE reform

Abstract

INTRODUCTION. PISA must been viewed as an element of neoliberal ideology. Neoliberalism and globalization are interpreted as “articulated signifiers” (Díaz-Villa, 2011). Globalization gives people access to an open market and is alsorelated to a consumerist individualism. Neoliberalism seeks to eliminate the State in areas of social services, introducing participation in them to private players. Based on this premise, the first part of this text positions PISA in a neoliberal framework of discourse in global capitalism.METHOD. A brief investigation using Critical Discourse Analysis (CDA) strategies is detailed. CDA is one of the multiple lines of discourse analysis that seek to raise critical awareness when interpreting and using language. RESULTS. Theresearch observed the impact of PISA inthe current ministerial discourse; specifically,h ow PISA is used to justify the results of the international test. It shows how PISA is used to construct its own vision, consistent with the reality of education, which justifies the need for the educational changes posed in the Education Act (LOMCE). DISCUSSION. It is necessary to present the lack of moral autonomy in the observed discourse, which calls into question its democratic nature. In this respect, the question is whether the information PISA contributes can be used for analternative reform to the neoliberal proposals.
