Resumen

Es visible la creciente cadencia de la representación femenina en los altos cargos de la gestión deportiva, aunque los hombres siguen siendo dominantes en estas funciones, lo que conduce a un nivel de desigualdad en la gestión deportiva. Para comprender cómo se expande este fenómeno a la gestión deportiva de los gobiernos locales, el presente estudio tiene como objetivo conocer la participación de las mujeres en la gestión deportiva de los gobiernos locales. Se realizó una encuesta sobre el número de mujeres que ocupan cargos relevantes en la gestión del deporte municipal en los municipios pertenecientes a la Comunidad Intermunicipal de Tâmega e Sousa (CIM-TS). La muestra estuvo compuesta por seis mujeres, que fueron sometidas a una entrevista semiestructurada. Se constató que las mujeres en la gestión del deporte municipal están subrepresentadas, paralelamente a lo que ocurre en las organizaciones deportivas nacionales e internacionales. Aunque no se sienten discriminadas, perciben que aún persisten en la sociedad los estereotipos creados respecto a que el deporte es para hombres y dirigido por hombres y las responsabilidades familiares atribuidas a las mujeres, a pesar de que asumen las funciones en la esfera pública a tiempo completo al igual que los hombres. Se mencionaron las políticas públicas, más concretamente la ley de paridad como medio para impulsar a las mujeres en el mundo del liderazgo y contrarrestar los estereotipos y las barreras, sin embargo, coinciden en que las mujeres son tan capaces o más que los hombres, y deben asumir los puestos de decisión por meritocracia y no por imposición de leyes.

Abstract. The increasing of women's representation in senior sport management positions is visible, yet men are still dominant in these roles, leading to a level of inequality in sport management. To understand how this phenomenon expands to local government sport management, this study aims to understand the participation of women in local government sport management. A survey with women holding relevant positions in the management of local sports in the municipalities belonging to the “Comunidade Intermunicipal do Tâmega e Sousa” (CIM-TS) was carried out. Six women composed the sample and were interviewed using a semi-structured script. Data reveals that women in local sports management are under-represented, in parallel to what happens in national and international sports organizations. Although they do not feel discriminated, they perceive that the stereotypes created persist in society regarding sport being for men and led by men, and family responsibilities being attributed to women, despite the fact that they take on the functions in the public sphere on a full-time basis just like men. Public policies were mentioned, more specifically the parity law as a means of leveraging women in the world of leadership and countering stereotypes and barriers, but they agree that women are capable or more capable than men, and should assume the decision-making positions by meritocracy and not by imposition of laws.
