Quality indicators are statements that explicitly define the properties or characteristics of a certain construct or phenomenon and can act as a reference point for its improvement. Quality Physical Education responds to global demands present in the 2030 Agenda (SDG No. 4) and in the Kazan Plan. A normative case study has allowed the design and validation of an educational tool that aims to support innovation in school PE and guides towards an EFC. The research went through four phases in which qualitative techniques and instruments were mainly applied: 1) integrative reviews; 2) Field Tool’s Feed and 3) consensus with specialists. The generated data resulted in a tool with four axes, 16 criteria and 71 elements. In conclusion, it is considered important to return to the concept of "Physical Literacy" in PE, not only to develop the learner's motor repertoire, but also to use and transfer body language in interaction with others in the cultural context and/or transform problems based on all the conceptual, attitudinal and procedural learning of motor culture. In summary, the tool could help improve the quality of PE in general, promoting reflection and change by incorporating aspects of Critical or Post-Critical Pedagogy based on elements that consider the context, individual, cultural and social problems.
