Evolution of regional transport policies in democratic Spain

This article investigates the evolution of transport policies in the Autonomous Communities (ACs). This is an issue that has hardly been studied, despite the fact that the Autonomous Communities have competence in transport, territorial planning and urban planning, and the implications that transport and mobility have on the growth and development of human settlements, as well as on the achievement of several Sustainable Development Goals (SDGs). Based on a comparative analysis of the laws, plans and strategies around transport that have been approved by the Autonomous Communities, the extent to which progress is being made towards sustainable mobility is evaluated. The results allow us to conclude that the Autonomous Communities are advancing on the path of sustainable mobility, although at a slow pace and unevenly. Promoting sustainable mobility requires more economic investment at local and regional level, as well as greater coordination within and between administrations with competences in transport, urban planning and spatial planning.
