Abstract

The paper purposes a description and analysis of the major characteristics of Spanish housing policy between
1939 and 1975. To this end, it divides this period up into two parts that cover first the autarchy and
then the expansive stages of the Spanish economy. For each period an analysis is made not only of its budgetary
measures – e.g. the assistance system for subsidised housing– but also of the rules that governed the
functioning of the real estate market. Throughout the study, the economic situation of the nation with its
acute impact on this market and on the public housing policies is constantly borne in mind.
