Public procurement for knowledge transfer in peripheral regions: evidence from a case study in Spain

Abstract

This article analyzes the first experience in Spain of pre-commercial public procurement (PCP) applied to knowledge transfer. The evidence shows that, beyond
the good results obtained in terms of innovative prototypes, this type of instrument has characteristics that potentially could boost deep changes in the innovation system. Particularly, the change of role in the public research organization (CSIC), from having functions for production of I+D to decision making capacity in the allocation of funds and monitoring the development of innovations, positively transforms the relational ecosystem. The results we present show a greater effectiveness of the PCP compared to other instruments for knowledge transfer that have been more settled over time.

Josep Lobera , Departamento de Sociología, Universidad Autónoma de Madrid

Josep Lobera es profesor de Sociología en la Universidad Autónoma de Madrid (desde 2009) y en el programa conjunto de Tufts University y Skidmore College (desde 2012). Sus intereses de investigación se centran en el análisis de las representaciones sociales de la tecnociencia y de las actitudes políticas. Actualmente, es director científico del informe bienal sobre Percepción Social de la Ciencia
y la Tecnología en España, y coordinador de la Encuesta de Convivencia Social e Intercultural en Territorios de Alta Diversidad.

Cristóbal Torres-Albero , Departamento de Sociología, Universidad Autónoma de Madrid

Cristóbal Torres-Albero es catedrático de Sociología en la Universidad Autónoma de Madrid. Ha sido presidente del Centro de Investigaciones Sociológicas (CIS). Su campo de trabajo académico habitual es la sociología del conocimiento, de la ciencia y la tecnología. Ha publicado una docena de libros, entre los que sobresalen el Diccionario de Sociología (Alianza Editorial) o el más reciente España 2015. Situación social (editado por el CIS), premiado como mejor libro de Ciencias Sociales en los XIX Premios Nacionales de Edición Universitaria (UNE).

Celia Díaz-Catalán , Departamento de Sociología: Métodos y Teoría, Universidad Complutense de Madrid

Celia Díaz-Catalán es profesora en el departamento de Sociología: Métodos y Teoría de la Universidad Complutense de Madrid desde 2013. Ha trabajado en el análisis de los sistemas de I+D y en las interacciones de las tecnologías con la sociedad en el IESA-CSIC y la Universidad del País Vasco. Es miembro del consejo editorial de la revista científica complutense Teknokultura. Es coautora del libro recientemente publicado “Jóvenes en la encrucijada digital: Itinerarios de socialización y desigualdad en los entornos digitales”.
