The territorial impact of municipal sports complexes. Example of the region of Baix Llobregat (Barcelona)

The location of sports facilities is one of the key variables to have users and to
achieve a regular use of them. The objective of this paper is to explore the differences between
the users’ perceptions and the municipal technical and political managers in relation to the
location of the sports facility in the urban context. The investigation explores the differences
in perception regarding the location of the building, its own use, and the access, focusing on
the differences of the real perception between users, and the perception that technical and
political managers think these users have. The study has focused on municipalities in the Baix
Llobregat region (Barcelona), encompassed in a specific Territorial Grouping Area, with sports
facilities with common characteristics. It has combined the analysis of documentary information
sources, and surveys (Heinemann, 1998, Quivy & Campenhoudt, 2000). More than 1,000 surveys
were carried out among users, policy makers and technical managers, between February and
March 2015 (technical and political managers), and between March and July 2015 (users). The
paper highlights the different perceptions of users, and those that managers believe that
these users have, in such important matters as parking, public transport, sustainable means
of transport, or the design of urban itineraries for pedestrian journeys, besides the importance
that these aspects entail to the decisions of locating a building of these characteristics in an
urban context.
