Standards for Public Facilities: A Review of Local Planning in Aragon

Abstract

The paper examines the effectiveness of planning for public facilities as within the sphere of planning for
development and does so taking the conflicts the question has given rise to within the Araogon
Autonomous Region . The author feels that this specific territorial field is to be one where planning as an
effective administrative tool is most challenged when it comes down to the providing of urban services and
utilities . Holding this to be so, the paper analyses what it considers the principal causes of this planning
short fall and offers some possible remedies for the same .
