Abstract

The concept of resilience arises now as an emerging concept, developed mainly in the fields of
psychology and ecology, to describe and explain, essentially, why some declining cities or regions
manage to renew and revitalize, whereas others remain in their decline. This theoretical paper
proposes a critical review and analysis of urban resilience, including its characteristics, mechanisms
and key explanations from the perspective of relational and neo-institutional geography approaches
and its implications for public policy, ending with a reflection on their contribution to a better
understanding of the unequal capacity shown by the cities to cope with crises.
