Housing policy and class-based spatial exclusivity: controversies in the historical centre of Valladolid

Abstract

We begin with the results obtained from two research projects (RDI) focused on
analysing the housing capacity of historical centres of Spanish cities, as an indicator for their
recovery and recognition, and urban development policy applied for this purpose. To exemplify
these results, we refer to knowledge of the urban dynamics that have characterised the historical
centre of Valladolid, showing, in this regard, the links that have been made between “demographic
evolution” and “housing production”, with a view to observing the housing capacity described,
comparing central-type spatial production processes with others occurring on the periphery. We
have also analysed the processes of change that have taken place in central areas from the 1960s
to the present day, highlighting degradation, empty, ruined or uninhabited houses, complemented
by “rehabilitation/recovery” action carried out. We show how the housing capacity of historical
city centres has been lost, giving way to class exclusivity, inasmuch as it affects a housing supply
that is accessible for few people and also their strengthening as “economic spaces”. To show
these dynamics, we use the historical city centre of Valladolid as an example.
