Energy, Transport and Sustainability: References in the Land Planning Model of the CAPV

The approach of land planning to the mentioned issues has not always been addressed in a decisive
way, very often sketches, more or less systematic guidelines to create a framework for action, have
been made occasionally, recognizing its strategic value. Today, in addition, we should defi nitely fi x
the systemic nature of any action of the sector (e.g.: transports and communications) when this
embody and infl uence on the territory. However, honestly, it is necessary to point out that the view
that we have today of the territory is not the same as the one we had years ago. Nowadays many
aspects, previously thought second or third level, have taken on important strategic priority, for
many actors but especially, for the public sector that is beginning to understand that all aspects
aimed to socio-economic development should fi nd a balance to give cohesion and meaning to the
integral territorial organisation. But also, and above all, we would say that considering the
sustainability component, it must legitimate any action within a limited territory. Sustainable
mobility strategies should be targeted to increase the connectivity inside and outside the territory
around a strategy supported on intermodality and the priority of mass transit systems. Urban
development needs to be based on sustainability criteria.
