Territorial Sectoral Planning in Spain: diagnosis and regional classification proposal

Abstract

This paper analyses situation of sectoral plans within the framework of the Spatial Planning Policy in 17 Spanish Autonomous Regions. It departs from the premise that the role of sectoral plans should be to specify integrated plans and to them make operational. The paper starts with a short introduction about sectoral plans and their relationships with Spatial Planning Policy. The second section introduces the multicriteria method used to assess the situation of Territorial Sectoral Planning (TSP) at regional level in accordance the first premise. Results are presented in the third section, which allows to know the model of Spatial Planning in each Spanish Autonomous region, as well as the current nature of the existing relationship between sectoral and integral planning. That leads to a diagnosis of Spatial Planning Policy at Spanish level and its future perspectives in the final section.
