Five Theses on Housing Policy in Spain

This paper presents five theses regarding the current housing policy in Spain. The first thesis is that one cannot conclude that there is currently a serious housing production deficit without simultaneously considering the accumulated housing surplus from the period 2011–2021, as well as the stock of vacant homes. The second thesis is that building more housing does not necessarily lead to a reduction in prices in the residential market. The third thesis is that the current rise in residential prices cannot be attributed solely to a lack of available land. The fourth thesis highlights the need to build more social housing in order to address the issue of housing affordability. The fifth thesis points to another key aspect of housing policy that should guide public authorities: the promotion of rental housing.
