Participatory dynamics in municipal planning: the cases of Vitoria-Gasteiz and Cartagena

The article presents a comparative analysis of the actions about citizen participation in the drafting of the Advance of the Urban Master Plan carried out in two cities with similar populations: Vitoria-Gasteiz and Cartagena. In Vitoria-Gasteiz the process of drafting the Advance was delayed eleven years, with participation processes temporarily skipped; while in Cartagena it was drafted in less than a year, and participation was reduced to a period of a few months. The information generated by citizens in both programs was of high quality, specifying neighborhood demands and/or proposals. Following a series of defining items, both processes are analyzed comparatively concluding with a critical review of the aspects that should be corrected to improve, both the participation processes, and the incorporation of the information generated in them into the planning process.
