The author considers that the present social and economic situation calls for much rethinking and that this need is necessary for the basic postulates of city and territorial planning and, specially, when these are required to encompass the notion of differences as between territories. We are told that the legal framework for planning as much as Planning itself should operate in a simple and direct way and be in the field thanks as much to it better handling of the land question, (this thanks to greater private participation). As to a standardization of this activity within the territory and its carrying through. The author enthusiastically concludes that the public private conflict has been settled once and for all thanks to a liberalizing of real state proccesses.
