Abstract

Territorial Planning is a key discipline to achieve sustainable development in its triple social, economic and environmental dimensions. In Spain, both the 1978 Constitution and the respective Statutes of Autonomy recognize the exclusive competences of the Autonomous Communities in this matter. The comparative analysis of the regional regulations, but -above all- their unequal implementation through the approval of the corresponding management instruments, highlights the difficulties and shortcomings of a system that should allow tackling the great challenges of the future and reducing inequalities and territorial imbalances at global level.
