Nuevos instrumentos de cooperación territorial europea. Las Agencias Europeas de Cooperación Territorial (AECT) en el contexto español

Las actividades de cooperación territorial que llevan a cabo en Europa las distintas entidades y autoridades nacionales, regionales
o locales (fundamentalmente planteadas para la implementación de programas y proyectos de cooperación, casi siempre fi nanciados por la UE,
pero en otras ocasiones desarrolladas sin la intervención ni la fi nanciación de ésta) se conducen de múltiples formas: en algunos casos en el
marco —más o menos formalizado— de proyectos concretos que están temporal, funcional y fi nancieramente acotados; en otros, estas entidades
y autoridades han encauzado su cooperación enmarcándola dentro de estructuras formales más estables a largo plazo y con mayor desarrollo
organizativo y operativo, aunque hasta ahora no existía prácticamente ningún instrumento jurídico con personalidad propia específi camente
diseñado para la cooperación territorial. Recientemente se ha introducido en la normativa comunitaria y en la en legislación española un nuevo
instrumento para canalizar la cooperación territorial: las AECT (Agencias Europeas de Cooperación Territorial) cuyas novedades y principales
características se describen a continuación, concluyendo con una refl exión sobre su presente y futuro en nuestro país.

Authors must sign a Transfer of Rights Form, which will be sent to them from the CyTET Secretariat once the article is accepted for publication.
With the aim of promoting the dissemination of knowledge, CyTET joins the Open Journal Access (OA) movement and delivers all of its content to various national and international indexes, repositories and databases under this protocol; therefore, the submission of a work to be published in the journal presupposes the explicit acceptance by the author of this distribution method.
Authors are encouraged to reproduce and host their work published in CyTET in institutional repositories, web pages, etc. with the intention of contributing to the improvement of the transfer of knowledge and the citation of said works.
