Abstract

The Paper discusses strategic environmental assessment (SEA) methods by reviewing their different ways
of focussing in on the material. The Paper sets out from a consideration of the demands made on EAE
methods and of ways in which these could be satisfied. The differing approaches of EAE methods as from
the environmental base line are first discussed in the light of their spatial, interrelationship grounded and/or
dynamics bias. Considerations as to environmental value ascription and how these are integrated within the
method are then offered. Likewise the way the EAE methods affect the elaboration of plan strategies is
looked into. Finally, and after drawing a brief conclusion from the fore-going, the author offers some
recommendations as to EAE methods for town and regional planning.
