On the Fair Sharing Out of Benefits and Obligations in Colombia, this with Some Reference Made to Japanese Experiences As to the Same Question

The paper addresses itself to an analysis of the bringing in of the principle of a fair sharing out of obligations
and benefits in the field of Town and Country Planning in Columbia, drawing here special attention to the
administrative instruments and procedures for putting initiatives into effect within the terms of a given
territorial planning. Said analysis is undertaken in parallel with another such that considers how this same
issue of equity has been approached and resolved in Japan and Spain, this to the end of highlighting those
points that make these particular to and viable within their town and country planning, economic, social and
political contexts The paper is rounded out by some considerations as to what should be the proper national
and local issues proper to establishing a similar approach in a Columbian context.
