Abstract

The paper states that the environment is suffering change due to human activity and that the state of the
air, water and soil make this patent.
It is remarked that whereas there is no lack of economic and social indicators in our society there is as yet
but little in the way of national indicators of the state of the environment and nothing in this line
internationally.
The paper considers greenhouse gas emissions as defined by the Kyoto Protocol and proposes an indicator
to express the overall impact of air pollution borne, this to the end of then drawing up for every one of the
Spanish Autonomous Regions its indicators for such pollution for the period 1990-1999. These figures
once presented, the authors then contrast the readings for Spain with those of other industrialised
nations.
