Abstract

The paper sees the traditional development model with its home and local-abrasive rigid and international divisions of labour, foreign capital seeking and incentive fostering mechanisms and extra-regional
resource and factor dependencies as having given way in the Seventies to new regional development strategies bent upon the reappraising of locally available resources, be these human or physical. In the light of these changes in focus, the paper makes an assessment of the initiatives that have sprung from the Galicia Autonomous Regional Development Plan Specific 1990-2000 given that this, being a territorial development intervention drawn up to compliment the others such, indeed aims at encouraging a grassroots development of local areas in their own terms and based upon their proper and local resources and strengths.
