Abstract

Civil Courts ought to declare themselves not competent about complaints against littoral administrative bounds; only administrative courts are competent to declare if a piece of ground belongs to Public Administration. However, after 2/2013 Act, some new civil complaints are available: when Public Administration modifies the previous bound but considers unsuitable to return the piece of ground to its former owner.
