Towards the reordering of the open space on a territorial scale: new paradigms and analysis of Andalusian subregional planning

Abstract

Open or rustic spaces, relating to not urbanized lands, are increasingly consolidated as key pieces of the great land system, and not as mere excluded areas of the urban space and the service thereof. Its management seems primordial, due to its strategic value at various levels: agrarian, territorial articulation, or protection and revaluation of heritage and landscape assets and spaces, among others. In Spain the treatment provided by the urban planning and the various sectoral plans, even if it is essential, does not seem sufficient for an adequate articulation of uses and dynamics in open space from a territorial perspective. In this regard, land planning seems to be particularly appropriate for the definition of management models that allow such articulation, from the systemic vision in the approach and management of the territory. The case of the Spanish region of Andalusia will be studied for this purpose. The analysis of the approved plans will allow us to reflect on the achievements and challenges still pending of the Land Planning concerning to the management of the open spaces system.
