The New Urban Agenda and the Reinvention of Spatial Planning: from the Paradigm to Practice

Abstract

Changes in the forms of production, organization of consumption and mobility of capital, people and goods on a global scale are strongly affecting the character of cities. In this context of vertiginous changes, UN Habitat has proposed a new urban paradigm in the New Urban Agenda: the city as a public good.

– Assigning to national governments an essential responsibility in the implementation of urban policies.

– Promoting cities as engines of economic development and most efficient scenario for sustainability policies.

– Strengthening urban planning legislation and design and governance systems.

– Promoting the quality of public space as a common good.

From this perspective, the Spanish Urban Agenda paves the way to face the challenges arising from globalization, climate change and social transformation, from a new urbanism based on the transfor­mation and regeneration of the existing city.
