Impact of Autonomous Sectorial Reports in planning. I. Its regulation in urban and environmental legislation

Abstract

The urban planning framework of the different Autonomous Communities states that, in the approval procedure of General Plans, a series of reports should be requested in order to coordinate the interests of the different subjects that influence this process. In addition, to the binding and mandatory reports that must be issued by certain bodies of the Sectorial Administration of the State (these were studied in the previous issue of the journal) there are a large number of reports of different nature, which must be evacuated by the competent bodies of the Community. This question will be studied in two successive articles; specifically, in this first part, the analysis will focus on the reports provided for in the urban planning legislation of each Community, together with the mechanisms established for their coordination, the way in which these reports are coordinated with those that occur in the strategic environmental assessment is also examined. A second article will study the sectorial reports that are foreseen in the legislation of each Autonomous Community.
