Abstract

The paper aims at giving adequate exposure to an instance of planning policy that has been largely ignored
except for some legislative analysis. The globalisation of large-scale retailing outlets (hyper-markets,
specialised mega-stores, retail parks, etc.) and the impact of this on Spain though much covered by the
media, has merited but scant theoretic attention even though such large-scale retailing and its patterns of
development have been the subject of much world-wide market and urbanistics study and debate in which
Spanish students of either field have yet to play any significant part.
The giants of retailing have exported their store formats, know-how and investments to the rest of the
world. The way that Town and Country Planning comes to terms with this phenomenon is here held to
be another example of globalisation. The paper examines Spain as a case in point of a nation that has
received a package of such ready-made administrative techniques and practices. The under-pinning Town
and Country Planning conditions that should have governed this process of large-scale retail outlet
growth are here reviewed.
