Half a century of urban planning in Andalusia: from reformist austerity to expansive unsustainability

This article analyses the urban planning developed in Andalusia over the last 50 years. To do so, first, it dissects the period of the democratic transition (1977-1985), which is distinguished by the reformist and remedial dimension of the urban planning developed at that time, which focused on solving the battered urban legacy received from the second Francoist period by adopting a clear morphological profile. The examination then moves on to the phase that extends from the end of the 1980s to the present day, linked to the chain of two real estate boom cycles that led to the leadership of real estate-mercantilist dictates in the development of urban planning that undermined the conceptual and operational bases of the first democratic Plans, causing an undeniable territorial deterioration that has not been remedied. The reflection ends with a dissertation on the uncertainties that the new Law for the Promotion of Territorial Sustainability in Andalusia (LISTA) conveys to promote a change of cycle in Andalusian urban planning, reorienting it towards a resilient path.
