Protected Natural Areas and Spatial Planning in Andalusia: milestones of a structural mismatch

Abstract

This article deals with the relationship between spatial planning and natural
protected areas policies in Andalusia since the beginning of the construction of the Autonomous State. This is a matter of great interest, considering that the surface of protected territory currently exceeds 30% of the regional extension. The methodology has been based on the evaluation of the set of legislative and planning initiatives developed during the past four decades in the context of both policies, in order to clarify –firstly– the degree of coordination achieved between these two subjects whose management is competence of the own autonomic administration. In relation to this, the paper also explores the reasons and effects of the application this sort of «reverse planning», meaning that the territorial plans have often only incorporated – without any kind of critical or proactive analysis– the large and complex system of protected areas previously established by the environmental administration.
