For the author, Housing Plans running for various years together have become the prime social mover in
Spanish Housing Policy. In 2009 the new State Plan for Housing and Restoration comes into force to replace
that of 2005-2008. The putting into effect of the measures contemplated in the old one go beyond 90% of
these albeit the levels of accomplishment for their various protected undertakings have shown important
variations. The new Four Year Plan has to it certain new features that the previous one lacked. The new one
sets a goal of one million undertakings during its active span and its initiatives to favour rentable housing
stand high among these.
