Abstract

Article. 9.2 of the Spanish Constitution states “[i]t is incumbent upon the public authorities to promote conditions which ensure that the freedom and equality of individuals and of the groups to which they belong may be real and effective, to remove the obstacles which prevent or hinder their full enjoyment, and to facilitate the participation of all citizens in political, economic, cultural and social life”. Assuming this duty and based on the competencies of each administrative scale (state, regional and local), there is an extensive and detailed regulation with an impact on accessibility in urbanized public spaces. This study analyzes the regulations on the matter in the autonomous sphere, contextualizing them with the state regulation.
