Public expectations on the construction of mass transit infrastructure in Guadalajara Metropolitan Area, Mexico

The implementation of neoliberal policy in metropolis in the developing world has triggered
the intensification of social and spatial disparities. At the same time, emerging examples of governance
mean the opportunity to democratize urban management and to correct some of such disparities. In this
paper I reflect on how citizens’ expectations and positions relating the building of urban infrastructure
can be considered as a challenge and an opportunity to enhance urban governance and to reverse urban
inequalities. The article is based on a random survey conducted around the layout of the Line 3 of Light
Rail in the Guadalajara Metropolitan Area. In the paper I characterize four groups of citizens regarding
how they assess the building of a light rail line in Guadalajara Metropolitan Area, Mexico. I conclude
pointing out that none of these groups represents a sufficient position to strengthen the democratization
of urban policy or to compensate present socio-territorial inequalities.
