Transformations of the Barcelona public space management model

Abstract

Globalization of cities has brought multiple changes, amongst them, the growth of
diversity in the use of public space. This has forced administrations to develop new management tools of diversity and public space. This article analyses the evolution of this management through the case of Barcelona, which has suffered a deep transformation of its economy, with growing social diversity, growth of visitors and new financial flows. Following the perspective of policy instruments, the article analyses how the instruments used to manage public space have changed through time and what are the logics behind these instruments. With the return of democracy, the management of public space was based on the  development of social citizenship, at the end of the nineties emphasis is put on civility and the duties of a consolidated citizenship. Finally, with the crisis and the arrival of a new party in the city council, we witness a new discourse and practices for the management of public space based on co-decision and citizens involvement.
