Inclusionary zoning in Latin America

Abstract

The objective of this paper is to study and compare the degree of implementation in
Latin America of social-housing production mechanisms by means of the urban-planning
technique of inclusionary zoning. After reviewing the constitutional framework and urbanplanning
and housing legislation in 19 countries in the region, it was found that interest in this
technique is growing in many Latin American countries. Nevertheless, despite the many legislative
changes in this area in recent years, and increasing debate about the appropriateness and
usefulness of this instrument, its degree of implementation and development in the region is still
quite limited and very unequal. The main obstacles tend to be the lack of political will, the conflict
with property rights, and the lack of urban planning in certain countries.
