Abstract

From 1961 onwards, the National Housing Institute (Instituto Nacional de la Vivienda)
conducted three ambitious projects managed by the architect Ramón Estalella in the city of Sidi Ifni,
and in the two major cities of Western Sahara: El Aaiún and Villa Cisneros (Dakhla). The construction
of the new settlements was carried out by means of interesting urban interventions, with significant
contributions in the field of religious architecture, services, and specially housing, where it tried to
combine concepts of modernity with traditional forms of land occupation by the indigenous
population. The complicated relations/interactions of power, together with the political atmosphere
and cultural interference led to a series of projects that tried anyway a unique way of providing
urban and architectural solutions from a truly remarkably creativity.
