Abstract

The paper tries to explain the evolution of the Spanish Housing policy by comparing it with that of the rest
of Europe to bring home the fact that this is undergoing a policy change from a populist one aimed at broad
sectors of the population in which home ownership and free-for-all building were all the rage to another
quite in consonance with market changes where access to rentable housing is now the goal along with the
getting together of a housing service based upon social housing estate be this public or not, this to be
available to those homes incapable of acquiring a home on the open market.
