Provincial Natural Resources Management Planning for Andalusia

This paper attempts an analysis of the Natural Resources Management Provincial Plans drawn up to broaden
the scope of the Forest Law of Andalusia.. The ground for and content of the earlier formulated plans
are studied as within a framework of other legislation and planning, as to the same on a regional, national
and European scale, special attention being paid here to those aspects of the subject held to have a special
significance, such as the establishing of Public Domain Forest and the concomitant town and country planning
protection level thus given to the forest in question, the tensions in the farming-forest border line, the
drawbacks inherent in some species (Huelva Eucalyptus and Dry Live Oak), and wildfires. The final evaluation
of the plans analysed is favourable both from a technical point of view and as to the sustainability
as proposals for management. However, the most important short falls encountered are felt to be the scant
control on private forests envisaged and the absence of any economic planning.
