Euralille and the Urban Policy Challenge in France

Abstract

Euralille is a typical «French» project because it uses the standard procedure for public spatial planning and
project implementation. But this project of transformation of an unused military zone into a new directional
centre, also reflects the international (and French) orientation towards city renovation and revamping
as international marketing tools. The paper discusses how the urban regeneration strategy in Lille is structured upon the mobilisation of local politics for economic promotion. This strategy combines a strong public sector leadership with the private sector presence. However the dominance of a limited economicist logic poses critical problems specially by displacing social goals to other realms of French urban policy.
