Democratization of mobility and territorial integration: the processes of consolidation and diffusion of the large urban Areas

Employees working in a municipality different from their place of residence have been steadily increasing since 1975. This phenomenon is linked to the emergence of complex processes of integration between different neighbouring local markets, which previously operated separately. Contributing factors include the networked expansion of transport infrastructure, the rise in motorisation rates, and the shortage of affordable housing in central areas. As a result, it is now possible to delineate intermunicipal functional areas where citizens and economic agents develop their positioning strategies to access the labour and real estate markets. Although this reality is more evident in large metropolitan areas, functional integration operates at all scales, including rural areas. Urban concentration processes today coexist with the widespread diffusion of their externalities across the territory, particularly around areas with greater real estate dynamism. Moreover, this expansion is detached from administrative boundaries, making the implementation of effective policies more challenging. All these dynamics entail both incremental and mitigating ecological and social repercussions, which must be considered to improve governance and territorial planning systems.
