Spatial analysis of the Law for the right to housing: an application for the Asturian case

On May 24, 2023, Law 12/2023 was approved for the right to housing. The objective of this regulation is to guarantee access to housing. One of the most important aspects is the introduction of the concept of “stressed zones,” areas where very high rental prices are determined and where interventions in the market are foreseen. Two quantitative criteria are established with precision. However, the spatial scope of application of these criteria is not specified. This study proposes to calculate the different criteria under different levels of spatial disaggregation. It even incorporates the added complexity of the existence of metropolitan areas with strongly integrated residential markets and intense mobility but absence of institutional development. We have carried out this exercise for the case of Asturias, by municipalities and census districts, but taking into account the metropolitan integration of the central area. The completion of this exercise highlights the importance of specifying the spatial scope of execution and definition of tensioned zones. We have seen that the same criteria lead to opposite results in the case of Asturias, especially in the cities of the central area. As a result of this application, important recommendations emerge for achieving the objectives of the Law.
