Never throughout the poem, seems the foundation of a new urbs by Aeneas (cf. Aeneid. I.5, where the city of Lavinium is meant) to have been actually fulfilled; however, the Trojan hero does accomplish the foundational mission he seems to be entrusted with, as he lays at Tiber’s mouth the foundation of the city which he believes upon omens and predictions to be alloted to him: a new Troy.
