Seguridad humana y política exterior japonesa: contexto, concepto y aplicación

Japón ha asumido el concepto de seguridad humana como un aspecto clave de su política exterior y se ha convertido en uno de sus grandes impulsores a nivel internacional. Esta asunción ha ido acompañada de una opción: Japón, aunque admite la doble vertiente del concepto -freedom from fear y freedom from want-, se ha ido decantando hacia los aspectos que vinculan seguridad humana y liberación de las situaciones de privación extrema y que hacen referencia a las causas estructurales que vinculan seguridad y desarrollo. Este artículo analiza la evolución del concepto nipón de seguridad humana y su aplicación práctica teniendo en cuenta el contexto en que se gesta y se desarrolla. Se defiende la tesis de que es un instrumento que responde a la necesidad del Gobierno japonés de dar respuesta a las presiones internas y externas de renovación de una política exterior reactiva y de perfil bajo, sin alterar aquellos elementos cuya reforma pudiese provocar reacciones negativas en los países de Asia Oriental y en buena parte de su opinión pública.
