Los vínculos entre seguridad, paz y desarrollo: la evolución de la seguridad humana

El presente documento persigue dos objetivos complementarios. En primer lugar, pretende situar el debate actual sobre la expresión “seguridad humana” y mostrar la génesis de los diferentes usos a partir no sólo del conocido Informe del PNUD de 1994 que acuñó el término, sino de una conjunción de hechos, ideas y propuestas normativas acaecidas desde 1990 en el ámbito de la seguridad, la paz y el desarrollo. El segundo objetivo es abogar por un uso limitado, no exageradamente amplio, de la noción de seguridad humana al considerarla a la vez producto de un síndrome y de un programa político-normativo.
