Emprendedores de normas: el municipalismo internacional y el derecho a la ciudad

Este artículo propone examinar la creciente influencia de las redes de ciudades como actores internacionales a partir de las herramientas teóricas que ofrece la literatura sobre gobernanza global y, en concreto, el concepto de emprendedores de normas. Tomando el «derecho a la ciudad» como caso de estudio, se argumenta que este podría ser conceptualizado como una norma global emergente, promovida por el municipalismo internacional como una alternativa al modelo de desarrollo urbano imperante. A través de la metodología de análisis del discurso y comparando la red de Ciudades y Gobiernos Locales Unidos (CGLU) y la Plataforma Global por el Derecho a la Ciudad (PGDC), se ofrecen unas conclusiones en relación con la evolución de este concepto y a los significados concretos que se le han vinculado.
